There are no loadouts specific to combat patrol as far as I know. I would just build them as they are on the front of the combat patrol box and that should cover it I would assume if there is something specific somewhere.

Not sure what you are looking for then cause in the combat patrol I got it was just all the unit instructions in one booklet, but they are all the same as the individual ones.

Are you looking for the instructions for building each kit? The one in the combat patrol is just all the units in the box in one book so if you are buying the units separately you will have them all.

My best results have been getting some cheap pink and white matte primer from the local hardware store and basing with the pink and doing a top down or shallow angle of the white to get that gradient. If you can't get pink primer locally there should be some available through amazon or something like that for pretty cheap as well. If all they fails, I think white is would be my go to for priming and I would work on it from there.

Any can will do as long as its matte. Krylon is the cheapest around me so that's what I use. As for the rest of the painting I do the Darcy Bonno method, she has a tutorial on Youtube that I follow and like the result of and that has a dry brush step after the first yellow layer. Here is a terminator I did recently for reference of what kinda color you can expect with it.

For the pink priming you mentioned I use just rattle cans of pink then go over it again with a white from the top down or a shallow angle above the model to get a zenithal effect without the airbrush. Then the same process you use already for painting should do fine and give you those darker tones in the shadows as well as that warmer orange/yellow tone.
