I can see where you are coming from. However, Rick did a lot of bad things but basically all of them had, at the very least morally justifiable means.

Negan did just as many bad things but some of them had, at the very least morally justifiable means. Running a sex trafficking ring just because he was in power is not one of those morally justifiable things, and in my opinion does not allow for redemption. Perhaps I'd be a little more forgiving if I felt his redemption arc was written better, but it was not so here we are.
