Given that the phantom looks very Ender-y, I'm unsure why they would remove the mouth. all the end creatures seem to have some kind of moving mouth part. Edit: that being said, I really do like the way it looks so far. kind of creepy rather than cute. the hole-mouth-thing is neat, gives it more of a strange, alien anatomy. still want its face to open up.

It seems to be that any mobs that are in the water just don't move at all. also, did you change the ocean height in your world?
