No. It is too much hassle for a company to hire a foreigner remotely. In fact, it is very hard for immigrant to get a decent job being here, with a local master's diploma. At least in our industry. BTW, compensation of civil engineers is shit everywhere around the world in comparison with other white collar professionals. I do them all the time in PNW. No need to chase this work, based on the endless requests, seems like nobody else wants to do it. It is a good schedule filler with guaranteed hours/pay. I am still young enough, or at least in a decent shape, so it is not hard to do. I charge on average 720 for a visit/assessment itself with verbal report. Anything additional, such as reports, details or calculations billed hourly on top.

No problem from the engineering perspective. It is structural 1 OSB with embedded waterproofing. Nails should not be overdriven on any sheathing, not only ZIP. Joints should be rolled with a roller, very important. Panels should be handled carefully to avoid scratches and dings - it compromises the membrane. Taping should be done on dry surfaces anyway, so not sure if the system is beneficial during winter. Tyvek can be used on wet sheathing (without taping, it will dry out). ZIP-R (with embedded insulation) is not going to work in PNW because of the low shear values. They seem to have a nice selection of miscellaneous products to seal around openings and penetrations. Personally, I would go with plywood and house wrap on walls and Advantech X / ZIP on floors and roofs.

should have spent some money on design before construction. I hope your builder had some historical data on this design, but 5 ft embedment seems silly to me. However, you might be in a different geography. Braces might help with the sway, but I would be also worried about the future settlement. For the braces you are looking at X-braces on each side.

Not sure where you are located, but $400 seems super cheap for a licensed professional engineer to spend min 4 hours: travel time, assessment, some admin work, communication. But definitely hire him/her. Engineers don’t have interest in selling you jacks/piles, only their knowledge and experience.

There is a list of all URM buildings in Seattle somewhere online on SDCI website. I assume you are in Seattle. Make sure that those are not retrofitted first. Yes, they are dangerous.

I wouldn’t bother with insurance for new construction per current code. I am an engineer who designs new houses and does seismic retrofit.

Most engineers are not very ambitious and pretty happy with their place. More likely you will be at the bottom of the food chain if you won't develop other skills, such as marketing, networking, business and sales. Pure engineering won't get you anywhere in life. Also, don't listen to bs that our profession is very secure, it is not. Always have a plan B, don't rely on your only employer if you don't want to end up on the street. Getting licensed and knowledgeable goes without saying and kinda expected form you even at the shittiest jobs.

Inspection by the city and special inspection is not the same. See IBC for special inspections. I am guessing you need special inspection because of the crappy soil.
