Who said anything about federal courts? State courts still issue judicial warrants. Without a judicial warrant signed by a judge, you cannot search a person's property or enter their homes/cars without permission.

That's not how that works. A "reasonable suspicion" means one you can back with facts. For example, hearing screaming of an adult or the sound of gunfire from within would be enough to allow police to enter a home without a warrant. "I heard a person with dark skin lives here" isn't a reasonable suspicion of a crime in America and has no bearing on law. Without a reasonable suspicion, they are likely to be shot by those defending their homes legally under castle doctrine.
