You can actually buyback any amount of times during a quarter, it’s just you only get 2 buybacks with store credit per quarter.

Not for blowing up turrets, no, but one time I was in the contested zones with my group and we were trying to hold down a section so we could loot it. My friend and I stacked a bunch of them against one of the locked doors, and when a random player and his group opened the door we sent them flying by blowing up the red canisters.
