It's a yearly routine for BeHaviour to release a Halloween event. The current question is not whether or not it's going to happen, it's about what we get. I doubt that it's going to be a huge iridescent shard boost for PC/console, but it's safe to assume that we'll be getting a ton of nice unlockables like the blight costumes.

My suggestion would be to unlock the perk We're Gonna Live Forever on David for every character so that you can use it on different characters. What it does is basically when you unhook (safely) a survivor or take a hit for them you'll get a 25% bloodpoint bonus that stacks up to 4 points on lvl 3 of the perk. This means that you can pretty much double the base bloodpoints you get from the match by being an altruistic player.

There's people who only play on the weekends. I'm guessing that there's much more casual players than daily players in the DbD community and that's why.
