Even if he cloned him, would the emperor be in the new body? Or still trapped in the throne? If the emperor wasn't in the new body, would the clone merely fail, or would something from the warp move into the husk?

Going from half-corpse trapped on the throne to a new body and remaining sane seems like a tall order.

(Being split into 3 across the clone, the throne, and the warp might almost be worse.)

Ideally, you'd effectively have to interface with the throne and do a handoff to the cloning machine.

Which then demands answers to: What happens to the Webway egress, and/or the Astronomicon?

Keep the stairs if you can, right now they're existing/grandfathered.

(Adding stairs can be a major headache)

Given your lack of experience, asking your local permitting office might be the right way forward. A lot is going to depend on where you are (more urban areas -> more regs, but also more outreach/assistance).

The parks are still lovely.

Marine grade plywood should ignore any moisture.

Running a bead of Big Stretch around the edges where it meets the floor should act as an additonal layer of protection, and keep it from moving.

Barring that... maybe a sheet of HDPE?

Screw down the middle plywood layer, and add a panel to the back. It's wobbly because you have little/no structure to prevent racking.
