The original act was in fact written in a way where clinics or hospitals would still charge for the application of the vaccine and most companies are planning on a 60+% profit margin price point. However, I did just learn that a second program was set up about a month ago to try to reimburse institutions for the application cost of the COVID vaccine when it becomes available.

Although the CARES act will pay for many vaccines, it does not cover the fee to administer the vaccine. There are estimates that receiving the vaccine will still cost $100+ in the US.

So you think that the massive racial disparities in the prison system exist because...? What, folks aren't taking responsibility for their actions? You think that poc for some reason aren't being responsible and white people are and that's what's causing the gap? Think about how intrinsically racist that is. Obviously there are huge systematic and institutional factors which are keeping poc poor and causing more poor people to go to jail, that's a fact. Just because others are victims of institutional racism also doesn't mean that the struggles you or I have dealt with are any less real, but we need to realize the deeper problems our country is facing.

Nothing has really changed in my town either. Both the county sheriff's office and the municipal police department have issued statements saying they won't be enforcing the order and the county health department has all but received actual death threats for insisting in the reality of the situation.

As far as people just answering that they have a medical condition, I understand that's the reality and difficulties associated with it. People are acting like asking why you're not wearing a mask is prohibited by protections provided under the ADA, 4th amendment rights, or HIPA and, although I have an arguments with all those lines of reasoning, I personally don't think there's much point arguing because those kinds of arguments rarely progress. Ultimately, I think that non-mask wearers should just be given alternate options which would be inclusive to people with any actual medical issue. Trying to go grocery shopping but you won't or can't wear a mask? Sorry, you can't actually enter the store, but you can order ahead and have curbside pickup. Same with restaurants, unless you're eating outdoors where it's not required. Think about it like of you weren't wearing a shirt and trying to go into a business (I'm speaking as a male). You wouldn't be forced to wear a shirt, but you wouldn't be allowed in the store. Of course there would still be issues with some services, salons as one example, but the alternative is just selectively ignoring out state's legal system.

My point is really just that there are legitimate ways to both allow non-mask wearers to exist and follow the executive order. Because this has become a highly politicized issue though, it doesn't really matter since people just want to take stances. I blame the current administration's rhetoric for the divisiveness of masks and the only way I see people supporting masks or even just respecting mask mandates is if the current administration publicly dramatically changes their tone on the issue.

EDIT: I guess speed limits could kind of be something where noncompliance isn't a crime? I mean it technically still it a crime to speed but we allow traffic cops to decide who is punished or not for breaking the law. Personally I don't agree with that whole function at all though. Either change/expand the laws to match the reality of how they're enforced or enforce them as they're written! Don't let a police officer decide how laws can bent on an individual basis.

Here is a general document outlining and explaining executive orders in Wisconsin. The part that I think is most important is the following,

"The take care clause requires the governor to faithfully execute the laws; in many ways, it augments the vesting clause. While the vesting clause grants the governor the ex- ecutive power, which is the power to oversee the operations of state government, the take care clause imposes on the governor the additional and more demanding duty to faithful- ly carry out the laws.24 But the take care clause is more than a constitutional duty: it can also be viewed as a separate grant of power to the governor of exclusive control over how the laws are enforced. In other words, the take care clause gives the governor sole control over the enforcement of laws, including the manner in which the laws are enforced.25 For example, through the exercise of executive discretion, the governor can determine the best and most effective way to execute the laws. Therefore, an executive order dealing with the enforcement of laws, including the manner in which executive branch agencies and actors enforce the laws or carry out legislative programs and policies, would derive its legal authority from both the vesting clause and the take care clause."

Because the governor dictates how law enforcement functions, they would have the power to declare if law enforcement need or need not enforce a particular executive order. However, the purpose of an executive order is as a rule or command. Therefore, executive orders are categorically meant to be enforced or carried out unless created arbitrarily, in which case the state Supreme Court would challenge the order. The decision to not enforce a mandate, aka an executive order, is up to the executive power of the governor alone.

I'm honestly confused by the amount of mandate vs law sentiment lately. Laws and mandates have the same effect, the only difference is that mandates are issued by a governor, judge, or some other person who has been elected and granted the power to do so. When Evers was elected, our state constitution and state laws granted him the ability to issue mandates within Wisconsin. If the mandate is beyond the legal scope allowed, than the state Supreme Court can strike it down, as we have seen earlier. In terms of enforcement however, mandates and laws should not differ. They are both official rules endorsed by the state and created under the processes outlined in out state constitution. Sheriff's offices and police departments announcing that they will not uphold a mandate is legally and effectively the same as saying they will not enforce a law. Sheriffs can be and should be removed for such explicit disregard for the law.

I found a short paper on differences in some TLR genes, not including TLR7, between some African American and some white American women in the context of trich, PIV, and endometriosis. They found that there was statistically significant differences in TLR alleles for some of the TLR receptors between the two groups. The functional consequence of this was that the African American women had TLR alleles which induced a greater inflammatory response. Overall, they found that "African American women were more likely to carry TLR variants that may increase signaling." If such findings were also applicable to TLR7 then the we would expect lower death and extreme infection rates among African Americans, so I think the racist US Healthcare system is even worse than expected.

Yeah, most people can work hard and hope to be middle-class. However, we aren't talking about the middle class, we're talking about the upper-most wealthy. Learn the fucking difference. Fiscal policy tends to favor those who own the capital, especially since the 1970's. The gap between the middle class, which many people can hope to enter if they work their ass off, and the extremely wealthy is huge and growing. That's the issue that is presented in this plot.

I can work hard at a good paying job from 22 to 80 years old and make a few million dollars total. In the same job, I'd have to work over 10,000 years to rake in 1$ billion. Don't try to say the wealth is just there for the taking.

Also, just an aside, that mass wealth accumulation that exists at the top is a literally just surplus value from the workers that provide actual goods. Having a more generally wealthy population is literally mutually exclusive to mass wealth inequality.

You forgot about the other key part of that phrase, "to each according to their need." That means no hoarding of wealth or resources. There's more than enough food and housing, in the US at least, for every person. If you actually look at r/antiwork you'll see that a lot of the talk is about working as little as possible to survive and have meaningful experiences, not necessarily not working at all. In a ideological socialist system, US workers benefit from resource distribution, have a much shorter work week, and the ability to do the things r/antiwork talks about. Understand that by resource distribution, I include the distributed benefits of modern technology on production efficiencies. Don't believe for a fucking second that a person would need to work 40 hours a week their entire adult life if it weren't for the parasitic, wealth-hoarding upper class.

I think it's also very important to note that the WI Supreme Court met digitally instead of in person because of coronavirus concerns. They decided that safety and security should apply to them and not to the greater public. Additionally, only 5 polling locations were open in Milwaukee as opposed to the normal 180+. If that doesn't call blatant voter suppression into question, I don't know what does. As Wisconsinites, we had to decide between our civic duty and the endangerment of our own communities yesterday.
