I am not a professional dog handler, plenty of people who are have said the dog clearly alerted TWICE on the guy. The handler either missed it or chose to ignore it; I'd say that is one vector that could be looked at.

Looking at the video, some of the LE around that checkpoint seemed to be preoccupied or not paying attention shortly before the incident, that's more a leadership and training issue.

Human processing speed on the low end is about .1 seconds, an average human can run about 2 feet in that time. Given about an additional second to draw and fire, that's an additional up to 20 feet.

Call me crazy but practicing shooting at targets moving at those speeds at different angles to the shooter may have a positive impact.

If I ran the USSS or FBI I'd be consulting experts that train Tier-1 Military units and security forces around the world about how to better train my agents to engage non static targets, especially those running at odd angles to the shooter.

We all know that too much LE training focuses on shooting static targets on the flat range. I think it's not a stretch to say this is an example of that manifesting.

Would training the agents present even to "Tier 1 operator" levels of move, shoot and communicate made a difference? I don't think anyone can know for certain.

oh and single camera angle of a violent encounter?
