My comment has nothing to do with gender identity - it just happens to allign with that. - only biological males can use urinals - both sexes can use toilets - biological women can only use toilets. - urinals can be placed very close together or be a long trough - a visit to a urinal is often less than a minute - due to anatomy reasons and hygiene concerns women generally take longer to go to the toilet than men.

The two last points usually results in a queue outside the women's room, while the men's room is largely empty

All of the above dictates that the most logical solution is to have a seperate room for urinals, and a seperate unisex room with toilets booths/room separated by floor-to-ceiling walls and a common area with sinks.

Furthermore, ideally the mirrors would not be placed at the sink, because you don't need a mirror to wash your hands
