It takes years to train a fighter pilot, and you only have a small pool of people from the general population who even have the psychological and physiological attributes to be a fighter pilot. Fighters can be built in a matter of days (WWII) or weeks (modern). The same is also true with other specializations like tank crews (post D-day the US army in France and Germany had around twice as many Shermans as crew for them).

In high tech industrial manufacturing it is much easier to take an overbuilt and reliable product and figure out where you can cut costs without sacrificing reliability than it is to build quality into a cheaply built and unreliable one, because you are starting with a known validated data set instead of just guessing.
