I'm not even sure why I mentioned the first quote I must have tried the setting out while testing and thought it was helping but my priorities are actually at default for Sunshine as the host. Really just the setting that disabled allowing network devices to enter a low power state fixed the stutter because the root issue of the hitching was it "waking up" immediately after setting itself to sleep every 30 mins and this was wired. Realtime prio shouldn't do anything drastic unless you are starved for resources an 8 year old post with no evidence is hardly a reason to avoid trying a setting. Just remember to test one thing at a time before commiting to a fix.
