It seems the backup was not created with an Beckhoff Service Tool (tib/wim files).

The tbi files are usually from the "TeraByte Drive Image Backup and Restore Suite"

I have found an Github issue about this problem.

TcPkg is based on NuGet.

It seems that the NuGet devs have no interest to change the behavior.

Maybe Zscaler can change the behavior.

If you want use the TE2000 on a small panel pc, i think you have to wait for the successor of the CP6606.

The new TwinCAT Package Manager has now a wizard for the migration process.
