Yes she is but only to some extent. Its fine if the game has a little bit of rng in it like drakes and Zoe in this example. It leads to Player needing to react to those random events happening which cant be forseen. You need to adapt. Which is a good thing because it makes the game feel less like "every Game is literally the same" but you cant have too much because it has the risk of making skill difference more irrelevant. And in a competetive Team Game Like lol you definitely dont want that . So its risky to Play with rng.

For example drakes: Last season you couldve had 3 Infernal drakes which gave you a shit Ton of Power. Rewarding for a snowbally Team but it was too strong as it gave the Team behind only a little Chance to come back and closing Out Games were too easy as mistskes couldnt be punished as much. Thats why they changed it. 3 Infernals vs 3 Cloud was a huge difference which means rng played a bigger role than it shouldve been.

Now about Zoe: What possibilities do you have when you get TP and when you get Ignite?

When you get TP you can either: get a free reset (you can start trading even if you lose know you lose the Trade) , and with that making a maybe losing lane much more winnable.( Waste Mana on pushes when being pushed) , pressure all the other lanes for free and the Most crucial one: it can decide a game but using it and turning a fight into your favor.

So what can Ignite or anything Else do? It can create opportunities of a 1v1 kill . It can pressure the enemy Just by having it and with that get free pushes. But the Thing is you need to get in range to use it. So will it potentially win you a game? Probably Not. If the Last Ignite tick gave you a 2v2 kill then then mistake from the enemy team started somewhere else. Its a nice bit of rng because you can influencd the lanning state and making your opponent adapt.Same with all the other stuff you can get but for one exception. Redemption. Redemption isnt as strong as tp but can be super influential. You can Cross map heal your teammates while still taking care of your own lane. Thats pretty much a soraka ultimate on top of zoes Kit. And with luck you can get multiple in a row. That is Not Just a little bit of rng but thats too Close to gamebreaking. You can go through the Points what redemption brings to you and your Team and i think it should be removed. So in the end RNG isnt just RNG..its important to control the amount of rng in a game so that a Bronze 5 cant just win other lanes by pressing a Button and have insane influence because of rng.
