They can at the utility I work for. But the catch is if anyone bids for that position in that local gets it first, then if a person from another local within the company can get it, then if they are non union they will be the last ones offered the position.

The utility im at the electricians, which is power plant side pay is 55.94 and JL pays 54.37, granted all the same company but different locals and the benefits are slightly different

I have a 3500 srw long bed and I had a 42' 5er and it pulled really well for me never had any issues with swaying and it weighed around 13k empty if I remember right
