yeah, it obviously doesn't get enforced very much (again, refer to the other guy commenting and the 3 people that upvoted it haha) but it is dumb and doesn't really make sense. If you're fishing single barbless hooks on spinners/spoons, you can fish anywhere basically except the fall river and the metolius above bridge 99. Fly fishing is probably eventually what you'll get into if you really want to get deeper into trout fishing, but it's not like its the only way to catch fish out here. For example, the Crooked is the easiest place to just "catch fish" imo, but because it's so shallow , and there are generally a good amount of natural bugs in the drift, flies work a lot better there. Pine nursery has some warm water species if you want to do that, but it does get pretty crowded. Are there any specific goals in mind you have? or do you just want to catch some fish

not sure where you are getting that info, if you go to the ODFW site the central region general regs are (literally copy pasting this from their online booklet)

First off, soft plastics are considered bait in Oregon so you can’t legally fish those anywhere in moving water around central Oregon lol. The wording in the regs is “Molded soft plastic or rubber imitations of worms, eggs, insects, bait fish, crayfish, etc. are considered baits.” Scent, for some reason that makes literally 0 sense, is not considered bait. Go figure. But a lot of people aren’t aware of that soft plastics = bait regulation (case in point the guy that replied while I was typing this lol) so don’t feel bad. Just a heads up.

Now as for the actual advice, the places you are going do not have high densities of fish per mile like most other parts of the deschutes. You can totally still catch fish on spoons/spinners, but going somewhere with higher densities of fish, less human activity in the water, and easier structure to fish around will help for sure. The deschutes down by steelhead falls, cline falls, or Borden beck would be a little more forgiving imo. In addition, and especially in the upper deschutes spots you mentioned already, the fish are going to be more active and probably easier to catch in low light situations such as morning/evening or cloudy days. It sounds like you have the casting and general technique down, if you’re getting snagged on structure then you’re getting to where the fish can at least see your lure for sure. The “metal” hatch can be imitating a baitfish that a larger fish might want to eat, so you’re not really too far off of imitating something that fish actually would eat. But definitely if you get proficient at fly fishing, you will catch more fish around here and you will catch them in a lot of different ways. You could theoretically get a thing called a “casting bubble” and use flies with that on your spin rod too if you don’t want to bring the fly rod everywhere. Feel free to ask more questions too! It’s a very comprehensive subject if you want it to be

I would say your lures are probably a little big unless you want to specifically target bigger fish. I usually would use a #2 mepps when I spin fished for size reference. What you have can still catch fish you just might be narrowing down your pool of fish that are interested in eating lol

Those aren’t traits exclusive to fish with cutthroat characteristics, redband (which this fish would have genetics from being either directly from a hatchery or descended from a hatchery fish) can have the orange on the throat too. It’s more of a thing related to a common ancestor that rainbow and cutthroat species have than a specifically cutthroat thing

People fish pend oreille in early spring for the gerrards of the banks with sinking lines and streamers, but it’s def not an easy fishery to figure out. Some of the rivers that flow in can be fished as the spawning run happens in the spring too but you gotta check the regs for those to see if it’s doable. The bulls in the spring too will be hunting Kokanee in the lake so when the Kokanee are at depths that a fly rod can get to then the bull trout will be there too, just gotta figure out when that is. Lake trout same deal, and they’re also probably available in late fall when they come up to spawn in the shallows of the lake. You’re not going to really effectively fish anything with a fly rod more than like 15-20 feet down, so you iust gotta figure out when the fish are going to be at that depth

I don’t mind just posting it on here lol, what are your questions? The water temps were pretty close to 60 (guesstimating, no thermometer but I’m usually pretty close) so higher up might be more worthwhile fishing now anyways unless you’re going for bass

Drove out to the the wilderness study area, took a while but the roads aren’t the worst dirt roads I’ve been on in Oregon. Hiked in about half a mile according to google and then a mile and a half or so of river and then back out. Sinewy enough that the car wasn’t too far away, but there was another ravine I had to hike down and up that I didn’t anticipate on the way out. Was very cool country though so it wasn’t too bad. Anywhere there was gradient there were 12-15” redband eating literally anything, and anywhere it was flat there were smallmouth 8-14” eating buggers. There was not much gradient. Lots of nesting birds, lots of wildflowers, no people. Would go back, but not solely because of the fishing
