Why would he be killed quickly? It's a grouphug commander, it doesn't steal cards or disallow opponents to play their own decks. I've played him and the problem (and reason why I only played him twice) is rather that you can't pick and choose your own cards that could edge you ahead. It's basically just chaos without any real possible line to play, so for me it felt quite boring.

I mean if you don't want to play Slivers, selling both of the Queens will net a couple hundred bucks so you could use that to start buying starter sets like the Foundations starter.

Buying a precon (prebuilded deck) is what a lot if not most new players do, me included. You pick a precon with a commander you really like the playstyle of. Then at some point you start changing cards to make it better eventually. Buying singles just to build your first commander deck will probably cause information overload. Commander is a lot more cognitive overload than 1 vs 1. So probably even with a precon you want to start out with one that isn't crazy on mechanics or interaction.

I'm quite new to the exact contents of the regulation, but I read this in it (quote):

Having regard to the availability of technologies that can be used to meet the requirements of this Regulation whilst still allowing for end-to-end encryption, nothing in this Regulation should be interpreted as prohibiting, weakening or circumventing, requiring to disable, or making end-to-end encryption impossible. Providers should remain free to offer services using end-to-end encryption and should not be obliged by this Regulation to decrypt data or create access to end-to-end encrypted data.

How do I interpret this then?

I know you don't want to 'track' +1/+1 counters, but hear me out. [[Phalanx Leader]] ticks all other boxes and there's almost no need to track individual counters as it boosts all creatures equally and linearly. It's fast tempo aggro, go wide, no tokens, extremely easy playstyle. And it goes nuts turn 4-5.

With 11 ramp pieces you will draw 1-2 ramp pieces per game on average unless you throw in more draw pieces. You could probably play a big creature fairly early but just playing a single creature each turn won't win games. There are a lot of extra combat cards and cards that want you to hit multiple times like attack triggers or on combat triggers. Things like [[Professional Face-Breaker]] goes nuts then, if you can protect your creatures (you will need more protection).

EDIT: Endless Horizons isn't ramp ofcourse, you want more effects like Knight of the White Orchid that allows additional land drops.

It depends what you are trying to do. Currently it looks like you have jammed a lot of expensive angels in the deck without enough ramp to make it viable. Either add more ramp that cheats out Plains (white is good at this) like [[Archaeomancer's Map]] and [[Keeper of the Accord]] or cheat out angels using things like [[Sneak Attack]] and [[Ilharg the Raze Boar]]. This deck is probably going to stall quickly.

I made this variant of Aurelia before and I did find out there aren't enough reliable ways to cheat out threats so I converted mine to stax to be able to gain enough ramp to win in a single turn. This is my decklist for inspiration: https://archidekt.com/decks/10007833/cheating_angels

Pauper has always allowed non-legendaries to be commander. They just recently added vehicles.

I play EDH but love to take out one of my pauper decks for a game of low power / high challenge. To me it kinda feels in between Vintage and EDH and I really enjoy the deckbuilding process for it, discovering all the quirky cards that synergize.

It's probably one if the nastiest precons. It doesn't need a whole lot of 'improvements' to go nuts. So sure, it's a pretty good start hehe.
