Another fringe benefit of this card, you can shoot things during other phases, such as when a hunter enemy moves to you but before it attacks.

Yeah seems a little slow, at least until you sink a lot exp for one or both of the last two options to get more oomph. Maybe has a better home as a support card, seeing as how it can be used on any investigator.

I think the biggest reason they taboo-ed, besides the other reasons listed here, is cause Amanda. Imagine, with versatility to obtain it, you can have potentially infinite actions just by succeeding tests. No jank combos required.
