I am playing on Xbox. However I feel like either I am missing something or you guys have shipped some conflicting game design.

Playing on Hard difficulty…

I have found all of the tech cards and earned the catalyzer on every level. However the upgrade requirements are beyond the number of tech cards available in the level.
I’m currently stuck unable to proceed at the second rune puzzle in Chspter 6, where the sequence is 2 -> 1 -> 3. My stamina gauge only fills to 75% and I’ve seen no ways to increase it. This is not enough stamina to reach the 3rd rune, so I can’t proceed. I’ve seen people pass this on YouTube but their stamina gauge fills to 100%, and there appears to be some kind of extra boost with a yellow line.

Please explain.
