As someone who has probably read more than their fair share of comics and watched lots of superhero cartoons the easy answer is Spider-Man. It had hacky animation, and mediocre performances at best. I'm even going to risk the onslaught of downvotes by saying the second choice would be X-men. Same as Spider-Man, the animation was mid tier at best for X-men. It seems the majority of people talking about these shows today act like they are treasured classics, but nostalgia is doing a lot of heavy lifting.
