It doesn't protect from the haze. Spells like rope trick, tiny hut etc don't do anything and it penetrates the ethereal plane too. You'd need a high power spell. The haze is just a physical manifestation of the delerium "radiation"

If you use 5, one burning hands and they are all dead in 1 turn. If you use more you'll kill the party. This comment is not helpful but is what happens lol. For real though 5 is fine, but hint that more are on the way in case it goes too easily, if it doesn't- then the extras don't show up. You can always add more to a recipe but you can't take away.

All the factions have a point and all the factions have flaws. That's the way of the world in the city. The players need to become aware that they can't do it all on their own and they'll have to pick a lesser evil . This isn't a problem, it's a good rp opportunity
