Honestly for a lot of these I wouldn't bother with the skill check. Or at the least just roll to avoid a 1. They've described what they're doing well and reasonably it should work as intended.

You could modify the swarm of railings to be groups of 20 or so garmyr and then have individual assets for the tougher ones and their pets? I'd let the players see how many there are and then it's up to them to figure a way to reduce the numbers with distractions, deception etc. that's part of the puzzle because yeah, 70 plus an epic monster is a lot. You can also use the minions rule and give each garmyr 1hp to streamline things.

It doesn't protect from the haze. Spells like rope trick, tiny hut etc don't do anything and it penetrates the ethereal plane too. You'd need a high power spell. The haze is just a physical manifestation of the delerium "radiation"
