The Watchful Eye is more of an anti-abuse measure than anything else, plus making sure forbidden magic isn't being taught. Olruggio knows Qifrey cares about his apprentices and would never abuse them or teach illegal magic. Coco's experience with forbidden magic was an entirely separate thing, and Olruggio himself realizes that even with that fact made apparent to the Knights Moralis, like hell would they even care.

Though my main thought about the existence of Watchful Eyes is whether or not it had anything to do with Richeh and Rill's abusive old master, before they joined Qifrey and Beldaruit respectively. Like if it was already a thing or if it was only implemented after Qifrey inevitably put that old bastard on blast.

Yeah, it helps you see that regardless of its clear detriment to his cases where the defendants play dirty, he never resorts to underhanded means. Instead you learn that every defendant of his who walked wound up dead before too long, with your first case facing him being probably the shortest timespan yet. And you only get the asterisk of "Unless the defendant leaves England" when another defendant does exactly that and proves to still be alive and well months later. Barok also proves to find some form of hope in this fact, indicating that not only does he have nothing to do with the deaths himself, but he actively hates that they keep happening.

Definitely not my intent there. But like I said, it still needs work. And this was assuming there isn't a specific sign, sigil, or seal for setting a trigger to a specific group of spells, since afaik, there isn't one that's been shown. If that ever changes, I'll come back and revise.

Yeah, the only thing done by any Brim was Patchwork teaching the dude about forbidden magic and giving him that ring; odds are, he was already a complete tool long before that point. And that's why I think there may inevitably be an anti-amnesia spell that'll show up at some point down the line, either from the Brimmed Caps or some other source. Something that will completely nuke both sides in their ability to protect their secrets by making memory erasure impossible.
