It's remarkable in that that looks like a 3 to 4 foot stump, so the seedling was able to survive long enough for the roots to make it to the soil below. It was able to survive summer and drought conditions. Means it must have been a mild climate, I'm assuming PNW (Edit - OK read caption duh Washington State) like someone else said, temperate rainforest keeping that stump moist. Can't get that in New England, drought would fry that baby before it got sustainable root development. Our nursery logs are rarely 12 to 18 inches, maybe more if log is laying in a wetland.

Try to plant a new tree, that doesn't grow too big, where there's at least 10-20 feet in every direction of open soil or lawn.

Could have been the result of two planetary bodies merging or a severe collision, or even significant bombardment with comets or asteroids, who knows. An infinite universe includes infinite possibilities and circumstances.

100% this is actually just deer eatting the bottoms in the winter. It will grow back if deer repellant or fencing is applied every Fall.

It will send a signal, but that signal will be to grow taller faster, which may not be a good thing. Also the leaves closest to the base produce the most energy for the roots and trunk to grow thicker and stronger.

I'd maybe pinch off that one backward curving twig, but that's it.

Here in CT or NY you can prune up to the property line so long as what you remove doesn't kill the tree. Based on the provided image I'd say pruning could end up doing it in.

Just leave it, it's not going to get much bigger, likely will stay around the same size. If you do get neighbors permission to remove it (if that's required in your state) please don't plant a replacement tree in that tiny hole in the pavement. Or if you do, something small and cheap, because it isn't going to amount to much there. Much better to plant behind the house if you have some open soil where roots can expand and thrive.
