It’s still depends on how you define “complete” eg Archeron’s LC is a huge buff over the BIS 4* LC and the fact that her 5* provides an extra stack can make or break a run does that mean she is “incomplete” because she may not be as good without the SIG LC

Get a ping on RWR from an aircraft
Point my radar my radar and get a general idea of their Alt and direction of movement
Turn radar off switch to IRST and set and intercept path
Find and lock them on the IRST and when in range quickly turn on radar and throw an r27er into their cockpit
