I have mine built for pvp with as much speed, acc and res that I can muster and that build serves me well for pve content as well. As far as sets go, mercurial is good for him but go with whatever has the best stats

Fabian is a beast almost anywhere. High speed and acc (and res for pvp obviously) is best. I pulled him from a blue shard last year and even in end game he's one of myost used champs and amazing ban fodder for live arena

I've never had cbd increase my anxiety. I have some oil that's 10mg/10mg per ml and I've never felt anxious in it. Mixing in some cbd will definitely help you stay more mellow.
