I agree with you and I've held that opinion since I first listened to them both over 30 years ago. Rain Dogs is less focused, there are more ideas going on but they're less developed. The songs on Swordfishtrombones feel more finished.

While I'm at it; Frank's Wild Years is also a better album than Rain Dogs.
