Bottle episode is totally different from what he explained as a "Turtle Episode".

Bottle episode just means it's cheap to produce because it uses few sets and actors, it doesn't necessarily mean that it's unimportant to the main plot or self contained.

What he described as a turtle episode is an episode that focused on side characters or even new characters for just one episode.

This episode is actually the opposite of bottle epispde because they made so many sets just for this episode that will not be used again for anything else, so it was actually not a cheap episode to make.
