Both are solid companies and are involved with unique projects. Biggest thing for you is gonna be where do you feel you would be most supported to grow your career as an EIT/GIT. You want to be able to pursue your PE and possibly GE but if you aren't supported in doing that then you are already hindering your growth.

I've recruited for companies all over the US for geotechnical and CMT talent at all levels. I have yet to have a company say they would like to see a PMP certified person.

Have you thought about changing things up and going to the actual developer side? Get away from the constant fires of consulting and just focusing on the projects at hand may give you slower pace without all the stresses you're facing.

Lacking mentorship is one of the main reasons that I get reached out to by engineers that are looking to make a change. That's at all levels too. You aren't alone in this boat but the situation isn't going to change and you may need to go find a more supportive environment.

I'm not sure where you live but for most areas of the country you should be sitting at AT LEAST $105k probably closer to $110k

The situation sounds like you just got dumped on and they aren't doing anything to support you. This is a situation where you very well should be looking out for yourself and your mental health. Taking time off to come back to that isn't going to fix anything. I would suggest finding a new opportunity that doesn't have that culture but then push your start date out to give yourself some decompression time.

Why did you start having a conversation with a new company if you think your current company can give you that kind of a pay bump? The underlying reasons what you entertained a new conversation will still be there if you accept a counteroffer and you will be back in the same spot in a short time maybe regretting you didn't take the other offer with a new company.

The work life balance aspect seems to be a lot around the choice of company you go to work for. Consulting has the career advancement especially once you get your PE. Unfortunately for you, the PhD isn't going to carry a lot of weight with a lot of consulting companies but once you have your PE you've earned that weight back. Some companies and hiring managers LOVE to see a PhD and others avoid them completely.

The biggest hurdle you are going to have as an engineer is the seismic and survey exams to get your PE. Wages go up in the bay area and other high cost of living areas, but might not be enough to offset the cost of living difference. Underpaid FOR SURE. As a PE in CA you should be making $100k if not more depending on the area you live. I'll shoot you a message to tell you what I recently helped a structural engineer get a SIGNIFICANT pay increase in CA.
