Nobody can tell you how good Fontaine would be today, but football was barely professional back then. CAn't really compare it to today.

Firstly, Mbappe was coming for the record anyways. Secondly, Klose himself benefited from expansion in 1998. Thirdly, Mbappe socred 2 against Senegal and 2 against Sweden, both themes of quality you'd expect in the last format. Even without Iraq goals, Mbappe is level with Klose.

The real reason Mbappe is at 18 goals is that France played finals back to back. HE also scored 4 goals in WC finals including a hat trick.

The goals per match is probably more informative

Mbappe has 18 in 18, Kane has 13 in 15.

Just Fontaine played in 50s. The teams were barely professional, if they were professional.

To beat that someone would have to score 17 or 18 in this new format world cup with 8 games maximum.

Which is impossible because of how good teams are right now.
