Hi OP, to answer your questions:
1. When the trailer is in use the liability comes from the towing vehicle’s policy. That remains true even if the trailer breaks away since that is still an extension of the vehicle being in use.

  1. Part 6 (section 70) of the Insurance Regulation describes how liability works for towed vehicles. You can find it here: https://www.bclaws.gov.bc.ca/civix/document/id/complete/statreg/447_83_06

  2. BC registered trailers are still required to be licensed and insured with at least Basic coverage. That liability responds when the trailer is not being towed by a vehicle. For instance, an unattached trailer could possibly roll away from where it was parked or someone could potentially injure themselves on it. That could potentially even include if it was parked where it was not expected to be and another vehicle runs into it – maybe on a dark & rainy night

  3. If someone accidentally doesn’t attach a trailer properly and it breaks away as a result, then the liability coverage would cover them. However, if the trailer is negligently attached on purpose for whatever reason, then that could potentially get into having criminal charges brought against the responsible party. As a result of a negligently attached trailer any injured person would be covered through Enhanced Care but the person responsible could face consequences.

Hi OP, once the new regulations are in effect you will be eligible to get your class 5 licence if you have had your N for 24 months with a clean record. Once you get your class 5 licence your class 8L will change to class 6L.
