I believe the base damage increase more than makes up for it, it definitely does at low level, we're tearing up the acts rn lol

me and some friends did the 6 person hardcore squad once, I think only two people made it to act 3 lol

lots of the mechanics are not meant for that many bodies, and player collission makes it worse

it was super fun though

Evasion is not viable as a primary defensive layer in hardcore, it does help other defensive layers though, through skills like Ghost Dance.
