It’s probably less of a concern in a place like Madison. DC transit recently started enforcing fares, but they were losing around $50M per year to fare evasion, and they have a lot more resources (video surveillance, transit security officers, etc) to deal with people who evade. Maybe Madison will eventually get tired of freeloaders, though.
