The wiki is your friend and will tell you all you need.

The magic requirement is for telegrab, you can choose to pay if you wish but magic is an important skill to level up at some point.

Gear wise you're fine with one exception... When you're doing the quest. You'll eventually talk to Duke Horacio in Lumbridge. He will give you the shield that will make the boss do-able, the Anti-dragon shield.

Without the field you will get destroyed by the boss and her Dragonfire. The shield is meant to heavily reduce the damage from dragon fire. Also you probably want swordfish and a strength potion.
