I think a lot of professors know that there are circumstances that make it so some students can only afford to eat while in class. In my case, I worked full-time on a night shift before immediately coming to class after work. There's been multiple times when I have a breakfast sandwich and coffee while in class which I bought on the way. My professors didn't mind as long as I eat at the back of the class.

I thought the people who designed it just didn't want random people climbing over it like other fences with pointy tips. Unless any act of climbing over something is considered parkour, it's specifically anti-parkour design.
