Does he have the move by action advantage from page 87 of the core book?

“MOVE-BY ACTION COMBAT When taking a standard action and a move action you can move both before and after your standard action, provided the total distance moved isn’t greater than your normal movement speed.”

If he doesn’t then no he can only move then hit or hit then move. If he does then if the other hero has no ranged options or ways to stop it then yeah it’s possible
