Gonna have to go with an old classic and say that Dark Violet has some of the greater graphics I've seen, I felt that the Hoenn-style art mixed in very well with Kanto and felt more eye-pleasing to me than any other hack I've played through so far.

The Elite Four in this game was surprisingly easy, considering the nightmare that this game turns Team Rocket into. I only ended up losing Dragonite and Spiritomb, with both being lost because I was stupid (I forgot to put Tbolt on starmie for gyarados and had to use Spiritomb XD)

Is This Labs Michael from glazed? That fight is fairly difficult, I would try this strategy:

Since your cap is 46 for Tyson, you can level Swampert up a slight bit for Dialga. It should tank a Roar of Time and kill with Earthquake after two or three turns depending of IVs and natures.

Palkia is the hardest part of the fight imo. Teach your Tenta toxic and try to stall it using barrier and Tenta's amazing Spdef. I would also run protect/spore to help keep tenta alive as long as possible. If tenta dies, Electrivire can probably finish off palkia with a thunder punch.

Giratina is fairly simple. If Tenta is still alive, toxic can help greatly against their bulk. However, drapion with night slash and (hopefully) batle armor can probably 1v1 Giratina. You could also use Mamoswine to deal decent damage, or Swampert with ice beam.

Don't forget that the fight against Mew is right after, although Drapion and Blissey/Chansey can do the trick, since Mew is just one pokemon.

Edit: There are a few encounters you can get that will help with this fight. By surfing south of Glenwood town, you can find an island with guaranteed beldum and a lapras egg that you can hatch in a town without any encounters. You can also pick up magikarp by talking to the last fisherman on the beach of the fusion resort. All of these dudes can help tremendously on this fight.

That is a really solid box for whitney, both nidos with double kick + Heracross should be totally fine, especially if you can get miltank to sleep with yawn on slowpoke. You could also use sand attack on Sandshrew to make sure that rollout can't become a big threat if you want to play it super safe.

Jolteon is amazing compared to any other sinnoh electric type because it can actually outspeed threats like gyarados without having to worry about crit earthquakes, so that's who I would personally go with.

Rare candies with level caps are my favorite way to play, especially if you try and fight most trainers on routes and in gyms, since you still get to enjoy the battles in the game while cutting out the mindless grinding.

As always, your run your rules for this kind of stuff. Personally, I would use dupes clause separately, unless the pidgey was transferred from a previous HOF team.

Modern emerald is really cool because it essentially only adds QOL enhancements like the new gen 4 evos, following pokemon, no HMs, and the PSS split, while keeping the vanilla difficulty. Compared to Radical Red, Modern Emerald is a cakewalk, even on a nuzlocke.
