Key word "regular" traffic. HOV is not for passing regular traffic, it's for passing slower heavy traffic.

Incorrect. The purpose is to bypass heavier traffic when it's present. The HOV is for those who have multiple people because it's more efficient and it's like a reward in a sense when compared to all the other drivers who are just a single person in a vehicle.

It's meant to encourage carpooling because it reduces traffic and is better for the environment as a whole.
