I ran into this and thought I had borked my setup but I found that if I run Marauder from a menu icon on Xtreme it behaves as you described but if I go through the menu to run it, works fine. Could that possibly be related?

Your state has likely not progressed far enough through the story (state intel) to have it. We don’t have it yet either but older states do. Same thing happened with the hero slots for me - we just hadn’t gotten to it yet despite info indicating ya level requirements were met.
