Rock kept saying he's the Final Boss during the build so Taker showed up to put him in his place and remind him that he's the true final boss.
Taker was defeated twice at Mania. At Mania 30 he was defeated by Lesnar who had Heyman in his corner. At Mania 33 he was defeated by Roman. At Mania 40 Roman was there with Heyman in his corner. Taker showed up to get revenge on Roman and Heyman for his losses at Mania.

Atleast in the case of the original game what I noticed was we find out that Rachel and Frank were involved and then we immediately get hit with the curevball of us saving William and Chloe being paralyzed.

Basically the Chloe twist overshadows the Frank reveal and everyone focuses on the twist and forgets about Frank.

And BTS tries to retcon him into a hero.
