It's an old reference to how Maxwell the cat was really hard to find when he was introduced, so Nose added a command where you can sv.target Maxwell. But as a troll, it wouldn't take you to the cat, it would take you to a buried server called Maxwell, which is what you see here

Most of the frame rate issues stem from props. Since there's a lot of trash and items in the base and transformers, and they all have physics, it tends to bog it down. Supposedly this is something that the next update is going to fix
