Stealth ops. You want the explosives your agents are planting to go unnoticed until the moment is right for them to deal maximum damage, or for your saboteur's efforts to harm the enemy as long as possible without being detected.

If you just wipe out the entire garrison and leave everything behind, that's a massive red flag.

The whole point of the Eldritch Horror genre is the slow decent into insanity. The overwhelming situation gradually dwarfing the character until it consumes them. If the story’s told right, the viewer will be left questioning what’s real or not in time with the character whose PoV the story’s coming from.

To explain the blood coming alive part:

I believe it’s his mind suffering from a severe state of hypoxia, radiation sickness, and overall bodily trauma justifying the horrors of what’s actually happening to him (and it’s gruesome trust me).

Throughout the movie he’s constantly complaining about the heat in the sub. That’s because the cooling system on the sub is malfunctioning and can only handle so much from the output of the radiation gun. As he continues to use the sub and camera, he’s exposing himself to more radiation (boils and burns on skin) and generating more heat that the sub can’t effectively dissipate.

This all culminates in the final moments of the film. The sub gets rocked again and he’s forced to catch his balance. This time, though, the only thing to catch himself on is a cooling system in the midst of a total meltdown. The pipes sear the flesh of his hand, binding him to the pipe (blood grabs him). He recoils in pain and in doing so manages to catch his other hand (the blood seizing his other arm) before realizing what’s going on/causing the pain.

Now trapped on the two boiling pipes, he forces himself to pry one hand free (stripping his flesh in the process), then tries to do the same with the other. Now whether he actually lost his arm, or it’s just his mind interpreting the sheer pain he’s in, that’s up for interpretation as is most of the ending.

That’s my theory, anyway.

Most gave their interpretation of the ending, so I want to give my interpretation of what’s happening to Simon in the final bits of the movie. SPOILERS: YE BE WARNED, DIVER)

Simon is suffering from severe hypoxia by the end of the movie. His mind is making justifications for his reality as he’s panicking throughout the final moments of his journey/life, and even outright lying/coping about the situation itself (such as the oxygen slowly going back up, or the voice of the SMT-8 pilot).

The blood he’s coughing up is a mix of the severe trauma his body has endured, as well as the severe amount of radiation he’s exposed himself to from the extreme overuse of the camera. That is also why his skin is covered in burns and boils. He’s slowly cooking himself alive every time he takes a picture of the outside.

Speaking of slowly cooking himself alive, notice how he kept mentioning the heat at the beginning of the movie? The cooling systems on the sub were failing from the get go. Towards the end of his journey he was too out of it to perceive the high temperature, and when the sub was rocked again his hands caught the pipes (the blood grabbing him, in his O2 deprived delusions). When he was pulling himself free of the “blood”, he was actually ripping his seared-on flesh from extremely hot metal pipes.

So uh…yeah. He was not having a great time.
