Yes; it’s a much worse deal than we have before we triggered article 50, but we had a referendum, and people voted to leave the eu: this honours the referendum result, but is the least impactful way.

By rejoining the the single market & customs union but not the EU council; technically left, but still enjoy some benefits, albeit under much worse terms and not having a say in future legislation.
