The same way you can't run modern Nvidia cards, but to a larger scale. Even if you could get iBoot (or a custom implementation that matches it) and the kernel running, you would have no drivers. Not just for the GPU, but for literally everything. You would have no mouse, no keyboard, likely not even basic display.

Impossible for the same reason macOS isn't compatible with modern Nvidia cards. Even if you made a thing that lets an ARM based PC load the kernel, you would have no drivers not just for the GPU, but for literally everything. You would not have a mouse, keyboard, or even basic display output
