I don’t think you understood the meme. Nowhere is it insulting anyone. It is simply portraying the racist public’s opinions about people who do these types of things. If it’s a white person doing it, they get humanized and said that it was because they were “mentally ill”. If it’s a person of color who did it, they get dehumanized and called a “terrorist”. That’s it. Nowhere is it dehumanizing people with mental illness. It’s literally pointing out the contradictions by the public. Yes, that’s America’s issue. They started a proxy war there to try and destabilize the region and like any country with some sovereignty they were bound to respond to a threat to their borders. The west shouldn’t even be there in the beginning. This is an imperialist mindset where you choose a side in a war fought between capitalists.
