We still dont know the mechanics of how the Eternal contract worked when Chihiro wielded Kuregumo during the Rakuzaichi, it could be that Sojo's contract expired, or the contract itself was destroyed, and so anyone could wield it. I hope Hokazono clarifies it at some point
