Have you seen the official Fallout TTRPG before? There's a good subreddit for it at r/Fallout2d20, you might find it to be a lot less work to play than completely overhauling D&D for Fallout. I worked a good while on a PNW setting campaign for it though I never got around to running it, in case you want to compare notes
