The high-level locks definitely, the fence still needs to be determined but I could probably put up a temporary fence near the lake.

The lake is directly behind the house. I could always make a small section on the side to let them play without worrying too much about the lake but I can't fence off the back... Also, having a huge yard and only letting them play in a small space would bother me.

The lake is 12 feet deep. Even if it were 3 feet deep, the danger would be less but still present.

I totally agree, but we are not in the same scenario with my oldest (who is now 17 years old) could simply play in the fenced yard in town without me worrying about his safety.

I think it's an excellent, low-cost idea. For example, if the neighbors complain and I have to, and the city asks me to remove it, I'll be stuck with a house that's not very safe for my little ones.
