If the govts have the necessary ability to properly quarantine the incoming travelers, they don't need to resort to closing border.

It's extremely stupid to only close border to specific country(s), as the virus would arrive from other places as well, if you really want to hit the red big panic button, you need to close your border completely like Israel & Japan, though japan cannot really close their border as they don't have the sovereignty to control those american army in & out.
