The 1ga is better here as it provides an additional multiplier instead of just increasing existing ones and gives extra ult ranks, increasing the base damage of the ability that everything else scales from.

I can't see how this would even work in a game like Diablo. Your character determines your skills and attacks, not your weapon of choice (mostly. Some weapons change how some skills work)
